Shockwave flash (SWF) is a popular format of Adobe Flash, which is always used to storing and broadcasting videos. You can create your SWF videos from GIF images by VeryDOC GIF to Flash Creator.

The user interface (UI) of the application is snapshot in the following figure. You can see that there is a table of file list in the lower right part of the form. GIF files in the file list will be used to create flash movies. You can use one of the following ways to add your GIF images into the file list.

Clicking any item of the file list, you will see the corresponding GIF image in the box on left. Before creating your flash movies, you can set the frame rate, width and height using options in group box "Options". To reduce the file size, you can check the box "Enable Flash Zlib Compression".
In the end, press [Convert] and choose a directory to save your converted flash movies, and then your flash movies are created from selected GIF images. The last screen snapshot is displaying the effect of playing a created flash movie from an animated GIF image.
